Bar Matter No. 1161 – Re: Proposed Reform in the Bar Examination.
Presented to the Court en banc, with the favorable endorsement of the Committee on Legal Education and Bar Matters, chaired by Associate Justice Leonardo Q. Quisumbing, is the proposed Action Plan on the Implementation of the Multiple-Choice Questions in the Bar Examinations prepared by the Program Management Office. The Action Plan identifies the activities, the targets envisaged and the support needed that would lead to the gradual implementation of the multiple-choice questions (“MCQ”) scheme and its full implementation by year 2008.
The MCQ scheme was first brought to the attention of the Court by Associate Justice Vicente V. Mendoza (now retired) via his paper-report entitled TOWARD MEANINGFUL REFORMS IN THE BAR EXAMINATIONS. In it, Justice Mendoza inter alia proposed changes in the design and construction of test questions, particularly the introduction by the Committee on Legal Education and Bar Matters of a section on objective MCQ in the bar examinations.
WHEREFORE, after consideration of the merits and demerits of the proposed Action Plan thus presented, the Court resolves to DEFER final action thereon and to take the matter under advisement until all stakeholders shall have been consulted and heard.
